Notice for Opening Ceremony
A. Date & Time:
19:00–20:45, Sunday, 2 August 2026
B. Venue:
Hualien County Stadium (No. 23, Daguhuwan Avenue, Hualien City, Hualien County 970062, Taiwan)
C. Participants:
1. City Delegations (City Representatives, City Representatives Guests, Team Managers, Coaches and Athletes): Each city delegation is expected to have approximately 24 members participating in the opening ceremony—with final numbers subject to registration. During the march-in of athletes, each City Manager will lead their delegation (including City Representative Guests) into the arena in sequence, after which members will be guided to their designated team seating, while City Representatives enter via the South Gate and proceed to the VIP Seats.
2. Organizing Committee: Organizing Committee members are invited to participate in the opening ceremony, with the procession capped at a maximum of 20 participants; members must arrive at the venue beforehand and will march-in led by the Organizing Committee Secretary-General.
3. Referees: Referees across all competition categories are invited to participate in the opening ceremony, with the procession capped at a maximum of 20 participants; officials must arrive at the venue prior to the ceremony and will march-in led by the Chief Athletics Referee.
4. General Spectators: General spectators attending the ceremony are requested to enter the venue through the North Gate Entrance of the Hualien County Stadium under the guidance of the staff.
D. Attire:
1. Each delegation team should dress in uniform, showing the team's identity, unity, and spirit.
2. Referees and staff should wear the official uniforms provided by the Organizing Committee.
E. Assembly Time, Venue and Parade Arrangement
1.City Delegations: Delegations shall assemble by 18:00 at the tented assembly area outside the North Entrance of Hualien County Stadium. At 18:15, each delegation will be guided by staff to the assembly area in accordance with the position of its unit sign before entering the venue.
2.Organizing Committee: The members of the Organizing Committee shall assemble at 18:30 on the left side of the stage, which will be guided by staff. And enter the venue at 19:05, led by the Secretary-General of the Organizing Committee.
3.Referees: Referees shall assemble at 18:30 on the left side of the stage, which will be guided by staff. And enter the venue at 19:05, led by the Chief Athletics Referee.
4.Unit signs will be carried by personnel appointed by the Organizing Committee. Each city flag should be prepared by each city. The official dimensions of the flag is 144 cm × 96 cm (Standard No. 6 Flag). Flagpoles will be provided by the Organizing Committee. Each delegation shall designate representatives to carry the national flag (for the first city of each country only) and the city flag during the parade.
F. The order of the Parade of Athletes is subject to the Organizing Committee's official announcement.
G. Notice for Athletes Entering the Venue:
1.Each delegation shall form 2 columns, maintaining a 5-metre distance from the delegation ahead. The order shall be: Unit Sign – National Flag (carried by the first city of each country) – City Flag – Team Leader – Officials – Athletes (arranged from shortest to tallest).
2.Delegations shall enter the venue in sequence from the assembly area.
3.Delegations shall march in step with the music. Upon entering the venue, athletes shall face the VIP seating area and wave in greeting before proceeding to their designated positions under the guidance of the staff.
H. Athlete’s Oath:
The athlete appointed by the Organizing Committee shall proceed to the oath podium. After the command "Attention" is given, all athletes shall stand up, and unit flags shall be raised. The oath representative shall turn to face the main stage and present a hand salute to the President. Following the return salute, the representative shall raise the right arm and recite the oath. Upon completion of the oath, the representative shall salute again, turn back to face the athletes, give the command "At Ease," after which the unit flags shall return to their normal position, and the representative shall return to the designated position.
I. Referee’s Oath:
The referee appointed by the Organizing Committee shall proceed to the oath podium. The representative shall face the main stage and present a hand salute to the President. After the President returns the salute, the representative will read the oath. Upon completing the oath, the representative will salute again and return to their designated position.
J. Other Important Notes:
1.To ensure the opening ceremony proceeds smoothly and on schedule, all delegations are requested to cooperate and maintain a steady pace during the parade of athletes.
2.Please do not walk around or leave the venue while the opening ceremony is in progress.
3.Any revisions or amendments to these guidelines will be announced on the official website.
Opening Ceremony Entrance Flow
In accordance with the venue layout of the Hualien County Stadium, security checkpoints and entry routes have been established for the Opening Ceremony. With the South Gate serving as the main entrance for VIPs, City Delegations will assemble at the designated gathering area near the North Entrance and enter the venue as a group under the guidance of the staff. Spectators shall enter the seating area through the security checkpoint at the North Entrance. Please refer to the attached entrance flow map for details.
